As I had explained to me by someone who worked at a law firm that specialized in trademarks and copyrights, when the OGL came out, it also covered all data from PREVIOUS editions that was the same - monsters, for example. If the rules changes were not too radical, then PC Gen should have no legal issues with adding 2nd (or even 1st) edition stuff.
This would, of course, require finding people who had the time and inclination to do the coding.
