Doesn't matter really. Any replaced class feature is removed upon taking the archetype. What and when you grant replacement class features is up to you.
That is what the PRECLASS tag is controlling. What level do you gain the replacement.
Cheers,
Andrew
What would be the procedure if there's a swap + delay? It sound easy enough to have a class feature that replaces 2 features, but what about a feature that gets delayed a level, and is what replaces something else on the level it's gain on.

Archetypes are not hard to add.
FACT:CF_NameOfClass_ClassFeatureWeReplace|true <-- removes the class features we aren't using, and then we tack on the new class features using:
ABILITY:ClassName Class Feature|AUTOMATIC|ClassName ~ New Class Feature|PRECLASS:1,ClassName=LevelValue
And then the class feature replacement is the same as a regular class feature.
You have trickiness when dealing with casting archetypes, but beyond that, not too hard. If you want to tackle it yourself, figure it takes about 2-4 hours when all is said and done if you have no experience.

I really would like to write up a character with this Archetype, however, the book that it's sourced from isn't on the list of sources. I don't know if it would be easier to ask for just the Archetype being added or the rest of the book too. I don't know if it helps any, but I do have a pdf copy of the book it's from.
