[pcgen] pathfinder Initiative issue #pathfinder

I have created a character using the latest version of PCGen (6.08.00RC8) and I am having an issue with the Initiative.  My character has the Improved Initiative Feat, the Arcane Temper and Reactionary Traits which would give them a +7 to their Initiative, but PCGen is only showing a +6 before the stat mod.  I have looked at the code for all three entries but they all look correct so I don't know how to fix this issue.
