Hi Mike,
It helps to have a direct link to the referenced materials. This is the first time, that I'm aware of, someone has requested those two books.
Knowing who the publisher is will help. Then we can send our Publisher Liaison monkey to talk to them. Not knowing the publisher, I can't speak to the licensing question.
Green Ronin publish(ed) a range of D20 and now Pathfinder material.
The Advanced Bestiary (for D20/3e ("3rd Era" in Ronin-speak)) is still available as PDF - out of print on paper (or on-demand from lulu.com)

They recently converted, rewrote and expanded the book for Pathfinder, now in PDF and print

Generally speaking, if you just need a template or something quick for a game, it might be faster to ask how to make it yourself.
Speaking for myself, I'm booked solid for the next few months - with my spare time working on the Archetype Fact replacement project, then Inner Sea Gods or Magic (One of those two). If you are able to find a data monkey that would be interested in coding up those resources, then great! Most people don't like to wait and join the team to expedite the entry of those sources. ;)
Cheers,
Andrew
Sorry if I'm in the wrong place (so many different websites I'm a bit lost) was looking at some of the online stuff http://www.d20pfsrd.com/ and noticed that a lot of my favorite stuff is missing. was wondering if there are any plans to add in Ultimate Evil and Advanced Bestiary as it is very saddening to not have the templates from the bestiary and the classes from UE. Is there a licensing issue?
