There is nothing in the Pathfinder rules that says that being encumbered gives you a negative To Hit. PCGen thinks so, but it's wrong.

Your friend is encumbered. 43 allowed for Light, current weight at 68
makes the encumbrance show up as medium. Applies the -5 to hit for the
Armor being worn. Lose the weight, and the penalty will be removed.
