You asked a "How to" and "Is this documented correctly". I've answered both to the best of my ability.
Actually changing things requires a JIRA entry - honestly it's the only way to keep solid track of issues and I utilize it daily.
However, I'm transitioning from doing school work, to heading off to work. My pcgen time to address issues and answer questions beginning today dropped from 5+ hours a day to 30 minutes per day. Please submit the JIRA(s), and when my time allows, I will be glad to look at coming up with a viable solution.

Also, I think the documentation is correct, and this is a bug.
PRECLASS should count classlevels, not casterlevels.
if we need to count casterlevels, that should be done using a (currently not existing) PRECASTERLEVEL tag.....
