the advantage it has it only relevant during actual gameplay, not during the PCGen phases of preparation:
"the advantage of an armored coat is that a person can don it or remove it as a move action (there is no “don hastily” option for an armored coat)"
So when the party is disturbed while resting, and has removed armour in order to rest and sleep, you can grab an armoured coat, and dash out into the fight - not like e.g. chainmail, or heaven-forbid plate armour!
Some will keep a "spare" armoured coat lying around ready for such incidents, but not as their main armour. I would not recommend it as primary armour, no.
