All: I may have figured out it currently can't be done. I just noticed in the PCGen Documentation that it says "While the CHOOSE tag is extremely flexible, it should be noted that support for CHOOSE in class files is still in the works and will cause problems. This is a known issue, and all I can say is that, "We are working on it."
If anyone knows of a work around to do what I want I would love to here it though.
