To answer myself after a brief trial...
Installing both versions of Java (32 & 64) seemed to confuse the system
(placed a link to W: in the ProgramData javapath folder, despite there
being no W:)
I uninstalled all Java, and re-installed 64-bit Java.
All seems to work.
Running pcgen.exe to fire off the actual Jar files is not worth it - it
sets "optimal" values for the heap which are way to small - around 750MB.
Tried again with a simple command line "java.exe -Dswing.aatext=true
-jar pcgen.jar" and it's smooth as silk. Monitoring the process, it
happily climbs above 2GB of private bytes (heap), currently in a working
set of 1.5GB.

I'll report more if I find any problems... but now I have 32GB Ram I
really want to use it
