PCGen, as a project, facilitates the creation and maintenance of PCs and NPCs. Originally this was program was built for the 3rd edition (and subsequent 3.5 edition) presented by Wizards of the Coast using the Open Gaming License (OGL) and their SRD's (System Reference Documents). Under the contractual obligation of the OGL, all parties must have permission to use any content deemed Product Identity, Intellectual Property or "Closed Content". Example of these are the Title of the Book, named characters, and certain races, feats or otherwise deemed in the book.
Yuan-Ti, Beholders, Githyanki, etc. are deemed by Wizards of the Coast as "closed content" and as such we are not able to provide any data sets that would contain those creatures. The R/SRD is the reason why Baatezu and other special names are not present, since those are IP and closed content as well.
So, to answer that as clearly as possible, nothing publicly released by the PCGen project includes that closed content material.
The latest version of the pcgen program (6.04.01 or 6.05.01) and bundled data sources will not include anything not allowed by the publishers.
Your options:
1) You may create anything you'd like for your own personal use. We have a support group (PCGen List File Help) to assist in such homebrew endeavors.
2) You might be able to find the material online (google is a useful tool). Some homebrewers host their own materials for their own groups.
However, I should give the proper disclaimer, we do not tolerate people soliciting for closed content on any pcgen controlled public lists. We have good relationships with our publishers, even Wizards of the Coast, and intend to maintain this positive relationship. What you do off these lists is up to you and your business alone.

I am creating characters and my son wants a Yaun Ti or a Githyanki (sp-1). But, I do not see a Race for that. Is there an update that has it? Where do you get an updated version of PCGEN. How would I do this? It is allowed to play this character in the Serpent Kingdom.
Is there a manual or help file on how to use pcgen or what to reference to load load for playing D&D 3.5. Sorry, if these are nubbie questions. But, I did not see anything when I searched conversations. Thanks for the help.
