If you are looking for a complete point buy system, I did do up eclipse d20 point buy.
I know we don't have any BESM set for the main release. I'm not sure who has the license from Guardians of Order so it wouldn't be a very viable proposition for us to attempt anything without a publisher to approach. We might revisit the policy about defunct publishers, but as it stands, my hands are tied.
It is OGL, so I'm sure someone out there might have made one. I think I know of one homebrewer that may have started one, but not sure if that person ever finished the set.

Out of curiosity does anyone know if a besm data set has been done for pcgen?
