Let me clarify this. If PCGen supports your Death Mage class, then yes, you would need to load the book that includes Death Mage. On the other hand, if you intend to make your own Death Mage, then you can place it in any source you desire. As long as you load your homebrew source(s) then you would have access to your Death Mage.
