It is possible to have a cleric who is devoted to a cause, rather than a deity, in which case one can freely choose two domains. [The option isn't available in Pathfinder Society, but the rules support it.]
"If a cleric is not devoted to a particular deity, she still selects two domains to represent her spiritual inclinations and abilities (subject to GM approval)."
