I don't know what's happening with the "too many items" message, but isn't -4/-4 the correct penalty for two-weapon fighting without the feat but with a light weapon in the off-hand? Or am I misremembering?

I made a gnome bloodrager and gave him a gnome hooked hammer. When I equip it in either the "double weapon" or "both hands" slot, I get the following error on the summary screen:
Unequipping the gnome hooked hammer makes the message go away. While equipped, it incorrectly gives the total attack bonus as "-4;-4". Character does NOT have Two Weapon Fighting.
